The Dublin Regulation applies to the 28 EU member states with additional non-EU countries, i.e., Iceland, Norway, Liechtenstein, and Switzerland agreeing to the regulation in their territories.

The objective of the Dublin Regulation is to ensure the examination of an application for international protection is assessed on the merits by a single, clearly determined Member State rather than multiple EU countries.
